Stop bundling gems in feather?

More for a milestone when we hit .5 or a gem release state, but.
Do we need to really bundle gems with plugins and the base. Mainly because I feel it creates a flux between system gems and bundled.
I realize that in some cases it's better for a specific version, but we should have no problem requesting a specific version of a gem if that case comes up.
I don't know? thoughts? idea's on this?
