Allow custom formats for article permalinks

The admin settings within Feather core should allow custom formats for article permalinks. This will have no effect on existing articles, but will allow users to configure the format of their permalinks for all new articles. The current format defaults to /year/month/day/title, however it should be possible to override this with a custom format.
