Allow usage of feather via rubygems

Copy a rackup file to a directory, create some directories like public, tmp etc. should be enough to run feather.
If you want to customize feather later, you should be able to use:
gem unpack feather

Agreed, however I think that the focus for 0.5 should be stability, with a focus on ease of distribution and installation for 1.0. Therefore I'll stick this on hold, and assign it to a 1.0 milestone I've setup - we can then look into this post 0.5.
